  1. What is in the new Census 2000 EEO File?

    • Eighteen of 24 data sets were released on December 29, with the remaining six files released in February. The collection process resulted in 472 occupational categories that are matched to equivalent SOC detailed occupations. In addition to the standard occupational data, there is also occupational data cross-tabulated by industry, earnings, and educational level available.

    • The available areas are essentially the same as the 1990 data; Metropolitan Statistical Area (MSA), Primary Metropolitan Statistical Area (PMSA) States, Places of 50,000 or more and counties. One significant difference is the addition of “County Sets.” In an effort to maintain confidentiality of personal information, the Census combined counties with less than 50,000 people into larger county sets. According to the Census, “…approximately 70 percent of all U.S. counties are combined to create combinations of counties (referred to as County Sets) containing no fewer than 50,000 people.” What this means is that when viewing the data, contractors will now see larger individual counties with smaller counties being listed in groups. One restriction is that County Sets will not cross state lines. Hopefully this will make viewing and sorting the data easier.

    • Instead of the five race codes from the 1990 data we now have 12 race and ethnicity codes to use in our analysis. To see the code structure and read the EEOC’s definition of how to allocate the data see the article at Equal Employment Opportunity Commission (EEOC) Website.

  2. When should I begin using it?
    According to the OFCCP, “[OFCCP] will begin to use data from the Census 2000 Special EEO File to assess the reasonableness of the contractor's availability determinations beginning with AAP years that commence on or after January 1, 2005.” With that being said, it’s expected that some organizations will want to begin using the 2000 file prior to January 1, 2005. For this reason, Biddle Consulting Group, Inc. has included the 2000 Census data with the AutoAAP software.

  3. Is there a crosswalk to convert 1990 codes to 2000 codes?
    Yes there is, but the Census Bureau is still working on the documentation associated with it. The Census Bureau hopes to release the crosswalk in March.

  4. Are the race codes different from the 1990 codes?
    Yes. The 1990 data contained race/ethnic data allocated into five (5) unique categories, while the 2000 data is allocated into 12 unique categories (15 in Hawaii). The table below identifies exactly how the 2000 Census data is to be combined for analysis purposes. It should be noted that there is a high likelihood that the "Asian/Pacific Islander" group will be separated into "Asian" and "Native Hawaiian Other Pacific Islander" categories beginning in 2005.

  5. When can I get the file from Biddle Consulting Group, Inc.?
    The Census file is currently available for purchase and public use.

  6. How will I access the data?
    Census 2000 Data can be ordered by phone at (800) 999-0438. You will be able to purchase individual, unweighted areas as well as custom, weighted areas in PDF or Excel format. Credit card orders only.

    An online purchasing tool for people to purchase individual census areas will be available soon at www.biddle.com. This tool will enable purchasers to access data immediately via download or e-mail or have a hard-copy mailed directly to their address.

  7. In what format will the data be made available to the public?
    Users will be able to request data allocated to five, six, or 12 race/ethnic categories in PDF, Excel, or both formats. Note: the 12-category data will only be available in Excel format.
